FLCA
is responsible for maintaining common areas and property,
including all recreational facilities, lakes, paths, buildings,
etc. The Association is also required by law to maintain reserves
to pay for future expenses, some of which can be significant. The
Board contracted with Miller-Dodson Associates, Capital Reserve
Consultants, to perform a Reserve Study in 2005 (see Forms and
Documents). This study documented the expected cost of capital
improvements and repairs in the coming years. The Board is charged
with executing the items identified in the study. A Reserve Study
update will be performed by Miller-Dobson Associates in the Spring
of 2008.

President (David Shifflett, Jr.): Convene and run Board meetings and Annual Meeting, oversee FLCA contract with Community Group, point of contact for insurance and legal issues and compliance with by laws and compliance. Liaison between neighboring communities.
Vice President (Dan Lee): Oversee operations and quality of service provided through FLCA contracts for the pools, snack bar/concessions, and fitness center maintenance. Assumes the duties of President in the President's absence.
Treasurer (Scott Elliff): Develop annual budget and oversee monthly status reporting for both annual budget and capital/reserve accounts, oversee assessments including collections (residential and commercial), delinquency recoupment and collection agency activities, and investment management for FLCA balances.
Secretary (Chris Hapgood): Responsible for ensuring the taking of meeting minutes, meeting notices as set forth by the C&R's and bi-laws, and the maintenance of association records. Assist with the duties of the Treasurer.
Architectural Review Board / Committee (Carmine Covais): Lead the process of reviewing, inspecting and approving/denying requests for external changes to property within Forest Lakes. The details of the ARB process are spelled out here or can be obtained at the FLCA office.
Communications and Programs (Maggie Leary): Oversee newsletter, Web site, directory and social programs, liaison to townhouse/duplex associations, develop and enhance recreational and other programs to meet the needs of the range of residents within Forest Lakes.
Safety, Security and Traffic (David Shifflett, Jr.): Coordinate security and neighborhood watch programs. Develop emergency response system in coordination with the police, fire, rescue, etc.
Maintenance and Capital Improvement (Chris Hapgood): Oversee contracts and day-to-day maintenance activities related to facilities (Pavilion, Office, and North and South Poolhouses and Fitness Center), natural infrastructure (lakes and trails, including lawn service and landscaping services), and recreational amenities (pools, tennis courts, athletic fields, and playgrounds). Manage status of capital projects identified specifically in the Reserve Study. Work with management to create and implement maintenance service request system.
In all the above areas, the identified Board member is taking lead responsibility on behalf of the full Board, including communicating status of various activities, bringing key issues to the Board for decision and enlisting Task Forces or other mechanisms to involve resident volunteers in providing input and in assisting in implementation of various actions.
Community Group: Selected by FLCA to provide on-site management services, is responsible, under the direction of the Board, for general business, administrative and accounting/financial services, maintaining FLCA records, arranging and coordinating maintenance and repair services, identifying, recommending and overseeing contractors for major capital improvement projects, responding to resident requests for information, advising the Board on relevant legal and administrative requirements, and supporting the conduct of Board and Annual Meetings.
