About FLCA
FLCA is the homeowner's association for Forest Lakes. The
purpose of the Association is to manage and maintain the common areas,
including our lakes, trails, sport fields and other
recreation amenities and to establish and
enforce the covenants and restrictions. As part of this process, the
Association is responsible for levying and collecting assessments to pay
for expenses and to maintain sufficient reserves for future community
needs.
Membership

Every
owner within Forest Lakes is a member of the Association. All owners have an undivided
ownership interest in the common areas within Forest Lakes, including pools, trails, lakes, tennis courts, fitness center,
and buildings.
Please note that Townhome, Duplex and Springridge owners are
also
members of "sub-associations" and pay additional assessments. See below

A number of
commercial properties in the north end of Forest Lakes
are also a part of the Association, and pay assessments that are
determined by a strict formula based on square footage of space.
Commercial properties are not permitted to vote in Association matters,
and do not have access to Forest Lakes recreational facilities. See the

Assessments

Association
assessments are levied on each household within Forest Lakes. These
assessments pay the Association's expenses including liability insurance,
common area and facilities maintenance, landscaping, signs, security
patrols, postage, bookkeeping, management fees and other expenses
necessary to maintain the community.
The 2010 assessments are $780, paid in quarterly installments of $195
due the first of January, April, July, and October.
Homeowners should receive a statement approximately fifteen days prior to
when the quarterly payment is due. Please be reminded that quarterly
payments received after the 15th of the month in which they are due, will
be charged a Notice Fee. Further collection notices will also incur fees.

Sub-Association Assessments
In addition to FLCA membership, Townhome, Duplex and Springridge owners
are also members of their neighborhood sub-associations and pay additional

assessments. Depending on the neighborhood, assessments pay for items such
as exterior maintenance (siding, roof), private streets and parking lot
maintenance, paving and plowing, mowing and landscaping, trash service,
and other expenses that are unique to those neighborhoods.
These associations are currently managed by Real Property, Inc. under
contracts established by those neighborhoods. For more information,

In response to a number of questions raised regarding whether there is any
overlap or duplication between what is paid for by FLCA assessments and what is paid separately for
maintenance and services associated with "sub-associations" including
Arbor Lake, Ashland, Gateway, Ravenscroft/Ravenswood, Springridge and
Willow Bend (assessment levels vary), FLCA Board member Scott Elliff,
working with Robby Noll from Real Property, Inc., developed a
detailed
matrix of what each one covers. Hopefully this will make clear that
there are no overlaps, and that sub-association assessments are for
additional services and costs that are unique to their units and
neighborhoods.
About Forest Lakes
Location
Forest Lakes is located in northern Albemarle County near Charlottesville, VA. It is
conveniently located off US Route 29, just five minutes from the Charlottesville/Albemarle Airport.
Community Description
Forest Lakes is a beautiful planned community of 1,400 homes. It is divided into two main
sections - North and South, which are further divided into several smaller neighborhoods. Most are quiet cul-de-sacs with
homes of similar size and style. Residential units include townhome, duplexes, and single-family detached houses.
Amenities
Six beautiful lakes, wooded lots, miles of walking/biking paths, two large
swimming pools, two basketball courts, 10 tennis courts (8 lighted), two soccer
fields, and a fitness center are available to all residents. Some
homes also have beautiful mountain views.
Farmer's Market
The Forest Lakes Farmer's Market runs April to October

, Tuesdays 4-7 PM at the
South Recreation Center at 1650 Ashwood Boulevard. Veggies, meats, flowers,
herbs, crafts and lots of other great local products are featured.

Governance
The Association is governed by a
Board of Directors
consisting of seven individuals who are elected yearly by the Association
Members. Directors do not receive any compensation for their services.
Community Bulletin Board
To provide a free and effective method to communicate with other residents,
bulletin boards have been put up outside the Pavilion, North pool and inside the
fitness center. If you want to get something off your chest, have kittens
available for adoption, or any other matter of local interest, please feel free
to use these boards. Items will be removed periodically by management.
